In the description of the type 1 insignia of 13 DBLE (seen right in here) it is mentioned that the white sail with blue cross means Finland.
which in this case is true.

"le drakkar et la voile blanche avec croix bleue évoquent la Finlande, destination initiale de l'unité". Quotation from Tibor Szecsko; Le Grand Livre des Insignes le la LE.

But I have noticed that there are lots of French insignias with blue cross on white backround of different shapes, like seen in the insinia on the right. What does this blue cross on white shield symbolize in French heraldry??
Is it a region or unit or something like that??

In that case , it's the shield from Marseille ( a big town in south of France )
